Should our startup stimulate horizontal promotions?

Does it make sense to stimulate the team members to move horizontally and promote to higher positions only after some horizontal moves?

We are looking for ways to stimulate the team members to develop skills and knowledge across the entire business, establish a culture of a continuous learning and avoid the “Job-Title Inflation” approach.

We are considering “horizontal promotion” +  4-year vested bonus approach in order to attract and keep more “stable” members and at the same time develop people with growth potential.

Have you ever saw that before? Any best or common practices? DOs and DONTs?

Real startups shouldn't have a "program". Just let people gravitate to where they're most interested in and have the ability to contribute. Programs are for big companies like GE and J&J
