Can a person go into a store or online, purchase a product, make changes to it and then sell it in their own store or online?

I'm talking about maybe clothing already made but then I alter it. Or purses, hats? Thank you

Subject to the point where no trademarked identification is visible in your modified item is visible so people can't be confused that the brand made it.

You've just described all manufacturing. Substitute "materials" for "a product" if it makes more sense to you. Ever been in a Winnebago? It's just a Ford or Chevy vehicle that's been modified and resold. Winnebago doesn't try to remove all of the Ford logos. Ford doesn't try to stop them, rather, they are happy to sell them vans. The real issue is can you make any money using someone else's finished product. If you are successful, I assume you will want to source the items directly, possibly even from the same source as Old Navy (or whoever).
