What are the best cities to start a business in that actually give startups funding?

That is a horrible strategy. It's a great one if you want free money to live for a while in a new place and maybe travel but shitty one to build a thriving company.
New York; if you can get into an incubator/accelerator - there are several of them.
There is also a website F6s.com which has a bunch of contests and things. I personally don't like the interface, platform and redundant questioning, but people definitely get funding from the opportunities there.
Its very difficult to start a company with no funding. I wouldn't have been able to do it without incubator funding. But have been successful at enterprising with no startup funding - maybe try enterprising your product to gain traction, then move to where the greatest market demand is.
