I’m COO of a FinTech, we´re 2 partners and our product has a lot of potential. My partner is the CEO and has the biggest % of shares in our company. My partner doesn’t like Angel Investors or VCs, we need money in order to continue, what can I do?

As the CEO it's his job and his responsibility. You should focus on your CTO responsibilities. Either the CEO exercises good judgement and your startup will thrive or he'll make poor decisions and the startup will die (or flounder) regardless.
The CEO is going make some choices you disagree with, but that's what you signed up for as minority stakeholder.

Most Venture Capitalists and Angel Investors are basically employee turned investors they haven't had a run in this.It is better to take backing rather than funding.Backing means support of an experienced entrepreneur in that area
